Around the Air Force: High Year of Tenure / Voting Assistance Program

November 10, 2019

HEY THERE EVERYONE, I’M
AIRMAN FIRST CLASS MARQUS WILLIAMS WITH YOUR LOOK
AROUND THE AIR FORCE. THE AIR FORCE IS EXTENDING
THE HIGH YEAR OF TENURE OR H-Y-T LIMITS FOR SENIOR
AIRMEN (E-4’S) THROUGH TECHNICAL
SERGEANTS (E-6’S). STARTING FEBRUARY FIRST
20-19, THE HIGH YEAR OF TENURE FOR SENIOR AIRMEN
CHANGES FROM EIGHT TO 10 YEARS, STAFF SERGEANTS GO
FROM 15 TO 20 YEARS AND TECHNICAL SERGEANTS MOVE
FROM 20 TO 22 YEARS. THE GOAL OF INCREASING THE
HIGH YEAR OF TENURE LIMITS IS TO RETAIN TALENTED
MID-TIER AIRMEN TO TRAIN AND MENTOR NEWER,
INEXPERIENCED AIRMEN WHILE STILL MEETING
MISSION REQUIREMENTS. E-4’S THROUGH E-6’S WITH A
CURRENT H-Y-T OF FEBRUARY FIRST 20-19 OR LATER WILL
FALL UNDER THE NEW LIMITS. AIRMEN WHOSE HIGH YEAR OF
TENURE IS REACHED BEFORE FEBRUARY FIRST CAN APPLY
TO EXTEND TO THE NEW LIMITS IF NO GOVERNMENT
FUNDS HAVE BEEN SPENT ON THEIR SEPARATION
FROM THE SERVICE. SECRETARY OF THE AIR FORCE
HEATHER WILSON RECENTLY ISSUED NEW GUIDANCE TO
THE AIR FORCE’S VOTING ASSISTANCE PROGRAM. IT IMPLEMENTS CHANGES
NECESSARY TO RE-ALIGN INSTALLATION VOTING
ASSISTANCE OFFICE RESPONSIBILITIES, UPDATES
THE AIR FORCE PERSONNEL CENTER RESPONSIBILITIES,
AND CLARIFIES UNIT-LEVEL VOTING ASSISTANCE
OFFICER RESPONSIBILITIES. THE HATCH ACT IS A
REGULATION THAT PROHIBITS FEDERAL EMPLOYEES FROM
ENGAGING IN CERTAIN POLITICAL ACTIVITIES. WHILE THE AIR FORCE
RECOGNIZES SERVICE MEMBER’S RIGHTS TO SUPPORT
ISSUES AND CANDIDATES OF THEIR CHOICE, THERE ARE
STILL SPECIFIC RULES GOVERNING THOSE RIGHTS. WITH VOTING AND ELECTION
SEASON UNDERWAY, AIRMEN AND D-O-D EMPLOYEES ARE
ENCOURAGED TO BE AWARE OF THE LAW OUTLINED
IN THE HATCH ACT. AIRMEN AND D-O-D CIVILIANS
WHO VIOLATE THE HATCH ACT MAY BE SUBJECT TO A RANGE
OF DISCIPLINARY ACTIONS. YOU CAN FIND MORE AIR
FORCE NEWS AND STORIES ON A-F DOT MIL. AND THAT’S YOUR LOOK
AROUND THE AIR FORCE.
